John L. Lumpkins, Jr. represents clients in estate and trust administration and related litigation; business formation, acquisition, sales; estate and business-related litigation; and real estate transactions and litigation. John also manages Legacy Settlements, LLC, a title insurance agency and "lay settlement" services provider that is wholly owned by the law firm.
John was born and raised in Richmond, Virginia and earned a bachelor's in Accounting from the University of Dayton in 1982; he then moved back to Virginia to work as a police officer for the Fairfax County Police Department. Mr. Lumpkins is a 1988 graduate of the University of Richmond School of Law where he served as an Associate Editor of the Law Review and was elected to the McNeill Law Honor Society. He also received the AmJuR Book Award for the highest grade in the required first-year course, Constitutional Law.
After law school, he served a one-year judicial clerkship in the Eastern District of Virginia, Richmond Division for the now-retired U.S. Magistrate, David G. Lowe. Subsequent to the federal court clerkship, Mr. Lumpkins ran his solo practice for six years where he represented and served clients in matters such as from felony criminal jury trials in both state and federal courts, residential real estate closings, wills and estate administration, and bankruptcy.
He closed his solo practice to join Encompass, a software development company based in Cary, North Carolina. Encompass was a joint venture between American Airlines and CSX and John served as the venture's Associate General Counsel until the partners decided to end the joint venture in the late 1990s. Returning to Richmond, he joined an area law firm and ran their real estate department for two years. Since then, and prior to forming Legacy Law Group, Mr. Lumpkins worked in the Technology and Intellectual Property Group of Williams Mullen where he represented clients in matters of trademark registration, trademark infringement, software licensing, copyright infringement suits and related intellectual property matters. When he left Williams Mullen, Mr. Lumpkins joined a Williams Mullen client, homebytes.com. Shortly after joining homebytes as its twelfth employee, the company closed its first round of venture capital funding and quickly grew to nearly 150 employees. Mr. Lumpkins was promoted to VP and General Counsel where he oversaw a four-person legal team and also managed several operational units totaling 60 persons. Homebytes, an online real estate brokerage firm, became the first and only company licensed as a real estate broker in all fifty states. Nearly two years later when VC funding dried up, homebytes was shuttered.
Mr. Lumpkins is admitted to practice before the Supreme Court of Virginia, both the federal district and bankruptcy courts for the Eastern District of Virginia, the Bankruptcy Court for the Western District of Virginia, and the Fourth Circuit Court of Appeals. He is a member of the Virginia Bar Association, the Henrico County Bar Association, Henrico County Republican Committee, the National Rifle Association, and the Virginia Citizens Defense League.
